I think civilians need to stick their noses out of military affairs unless they want to grab an M16 and.....?

People will still have opinions on the military whether they've served or not. Presumably you have beef with politicians even though you've never been in government, or think your schools should be run in a certain way even though you're not a teacher. Perhaps these people don't understand the military so well, but sometimes it takes an outside observer to see objectively.
