Is a general service type needle valve suitable to be installed for the following cases?
It's probably OK for propane and compressed air, they will have a a considerable amount of pressure to give you the flow you want. But you may want to specify a plug type valve for the vacuum system, you only get one atmosphere of dP and a needle valve has a relatively small opening area. If you want a good flow into your vacuum system, a plug or ball valve will have the same opening as the pipe when fully open, and they are not bad at regulating flow when partially closed, either.
